Designed backwards from the goal
Every element on the page has to justify its existence, starting with what the site must achieve.
Your website is the one salesperson who meets every customer before you do, at midnight, on a phone, on a slow connection, in whatever language the visitor thinks in. Most businesses staff that role with a template chosen in an afternoon. Then they wonder why visitors leave without calling.
I build websites the other way around: start from what the site must achieve, then design backwards from that. Who lands here, what do they need to believe, and what should they do next? Design, copy structure, page speed and SEO are all decisions in service of that answer, not decoration. It is the same principle my whole practice runs on: my biggest advertisement is the work I produce, and your website is the most public work of all.
Because the process is 100% middleman-free, the person who sketches the concept also writes the code and ships it live. Nothing is lost between a designer, an agency account manager and an outsourced developer, none of them exist here.

Both, the honest answer is "whichever serves your goal". A content-heavy site your team edits daily may fit a well-built CMS; a performance-critical platform usually deserves custom code. What I never do is force your project into whatever tool is most convenient for me. The recommendation comes after I understand your business, and I explain the reasoning in plain language.
It depends on scope, which is why every quote comes with a written timeline before we start. A focused landing page moves much faster than a multilingual corporate site or an online store. Inside my CRM you see every stage live, design, development, content, testing, so you never wonder which week your project is in.
