How to Enable YouTube Monetization: YouTube Partner Program Requirements and Application Guide

Turning on YouTube monetization is not a matter of flipping a switch on your channel. First you need to pass the YouTube Partner Program (YPP) thresholds, and then your application has to clear review. In this guide I explain the current requirements based only on official YouTube Help pages, walk through linking AdSense and list what creators in Türkiye should keep in mind.
How do you enable YouTube monetization?
YouTube monetization means your channel joins the YouTube Partner Program and gains access to ad revenue and fan funding features. To enable it, you meet the eligibility thresholds, apply in the Earn section of YouTube Studio, link an AdSense account and wait for a review that typically takes about one month.
In other words, YouTube monetization has three stages: reaching the threshold, applying and getting approved. Each stage has its own traps. When I plan channel strategy for brands, I see the most time lost in stages two and three, because owners apply the moment they hit the threshold while the channel is not yet ready for the policies.
So I suggest reading this guide in order. I cover the thresholds first, then the mandatory requirements and finally the application and review process.
One more note: YouTube can change thresholds and rules over time. I verified the figures here against official help pages, but what you see in Studio when you apply always takes priority.
What exactly is the YouTube Partner Program?
The YouTube Partner Program is the official programme that gives creators access to the platform's revenue tools. It includes several income streams, such as ad revenue sharing, channel memberships, Super Chat, Super Thanks and shopping features.
However, you do not get all these features at once. YouTube splits the programme into two tiers: a lower tier that unlocks fan funding and shopping features, and a higher tier that unlocks ad revenue. Therefore "monetization is on" means different things depending on your tier.
You can find the detailed rules on YouTube's YouTube Partner Program overview and eligibility page. YouTube updates that page from time to time, so check it once more before you apply.
Joining the programme means entering a contractual relationship with YouTube. The terms you accept during the application define revenue sharing and which features open under which conditions. So take a few minutes to read them instead of scrolling past.
What are the subscriber and watch time requirements for YouTube monetization?
To access ad revenue, YouTube asks for one of two paths. According to the official help page, the requirements are:
- 1,000 subscribers and 4,000 valid public watch hours in the last 12 months.
- Or 1,000 subscribers and 10 million valid public Shorts views in the last 90 days.
There is an important detail here: watch hours from Shorts viewed in the Shorts feed do not count toward the 4,000-hour threshold. So if you grow with long-form videos, base your calculation on long-form watch time.
Also, the words "valid" and "public" matter. Views on private or unlisted videos, videos you removed and some views from ad campaigns may not count toward these thresholds. That is why you should trust the counters in Studio rather than your own rough maths. Keep in mind too that your total can drop as older watch hours slide out of the 12-month window.
The Earn section in Studio shows progress indicators toward each threshold. Checking them weekly helps you see which content type moves you forward fastest.
What does the 500-subscriber YPP tier offer?
YouTube offers a lower-threshold tier so smaller channels can access some revenue tools early. According to the page on the expanded YouTube Partner Program, channels can apply when they reach either of these thresholds:
- 500 subscribers, 3 valid public uploads in the last 90 days and 3,000 valid watch hours in the last 12 months.
- Or 500 subscribers, 3 valid public uploads in the last 90 days and 3 million valid Shorts views in the last 90 days.
This tier unlocks channel memberships, Super Chat, Super Stickers, Super Thanks and shopping features. However, it does not unlock ad revenue sharing. For ad revenue, you still need to reach the 1,000-subscriber threshold.
According to the official page, this tier is available in specific countries, and Türkiye is on that list. Still, the list can change, so check which option appears for you in the Earn tab in Studio before you apply.
Which tier unlocks which revenue source?
In practice, seeing both tiers side by side clarifies which goal to focus on. The table below summarises the thresholds from the official help pages.

In short, the fan funding tier opens the door to direct support from your community. Ad revenue, on the other hand, requires a bigger audience. Some features also carry extra conditions tied to age, region or content type; you see those details per feature in Studio.
Which mandatory requirements apply beyond the thresholds?
However, subscribers and watch time are only part of the story. YouTube also asks you to meet these conditions before applying:
- Follow the YouTube channel monetization policies.
- Live in a country or region where the YouTube Partner Program is available.
- Have no active Community Guidelines strikes on your channel.
- Turn on 2-Step Verification for your Google Account.
- Have access to advanced features on your channel.
- Link an existing AdSense account or create one during the application.
Above all, the item people skip most often is 2-Step Verification. Check your Google Account security settings before you start. Phone changes and similar events can cause access problems later, so set up more than one verification method while you are at it.
How do you apply for YouTube monetization step by step?
Once you pass or approach the threshold, you see the application screen inside YouTube Studio. The path on the official help page is:
- Sign in to YouTube and click your profile picture.
- Open YouTube Studio.
- Select Earn in the left menu.
- Click Apply, then read and accept the terms.
- Link your AdSense account or create a new one.
After these steps, your application joins the review queue, and you can track its status in Studio. If you have not reached the threshold yet, the same section lets you choose to get notified when you become eligible.
You do not have to finish every step in one session. However, if you leave steps incomplete, your application does not enter review. So make sure the checklist in Studio marks every step as done.
How do you link your AdSense account?
Put simply, AdSense is the account through which YouTube pays you for YouTube monetization. At one step of the application flow, YouTube asks you to link AdSense. If you already have an AdSense account, you link it; if not, you create a new AdSense for YouTube account within the flow.
The first rule here is simple: work with one AdSense account per person. Trying to open separate AdSense accounts for different channels can cause problems. If you run several channels, you can link all of them to the same AdSense account.
The second rule is to enter complete and accurate information. Your name, address and payment details decide whether payments reach you later. Address verification may involve a letter with a PIN, so give a current address where you receive post.
Finally, if an AdSense account was closed for another reason, that can affect your YPP application too. Take policy warnings on the AdSense side seriously. Also keep the Google Account behind AdSense secure, because losing access to it makes updating payment details difficult.
How long does the application review take?
According to the official help page, once you submit, automated systems and human reviewers assess your channel, and YouTube typically responds in about one month. High volume or technical issues can extend that time.
During review, YouTube looks at your channel's overall theme, your most viewed videos, your newest videos and the content that makes up most of your watch time. Titles, thumbnails and descriptions also form part of the review.
Therefore, instead of making big changes during review, focus on keeping existing content in line with the policies. For example, if you notice an old video that might break a policy, review it before you apply. Mass deletions or edits after review starts can paint an inconsistent picture of your channel. Meanwhile, keep uploading: regular uploads show the channel is active and give reviewers current content to assess.
What can you do if your application is rejected?
Rejection is not the end; you can fix the channel and try again. According to the official help page, rejected channels can appeal within 21 days or reapply after 30 days. After later rejections, the waiting time before reapplying can be longer; you see the current period in the notice in Studio.
- Read the reason in the rejection email carefully; it usually names the policy involved.
- When you appeal, YouTube may ask for a short video explaining your channel and production process.
- If you plan to reapply, use the waiting period to fix problematic content.
Repetitious content and reused content are among the most common reasons for rejection. Channels that compile other people's videos with little added value struggle the most here. So make your original contribution, whether commentary, narration or editing, clearly visible on your channel.
Which content do monetization policies treat as problematic?
YouTube's channel monetization policies combine the Community Guidelines, Terms of Service, copyright rules and advertiser-friendly content guidelines. The review team assesses your application against all of them.
In practice, these content types cause the most trouble:
- Compilations of other people's videos without meaningful added value.
- Videos that feel mass-produced and nearly identical to one another.
- Unlicensed music, films or sports footage.
- Misleading titles and thumbnails.
On the other hand, AI voiceovers or visuals are not banned in themselves. However, problems can arise if the content offers viewers no real value and looks mass-produced. A good test: could a viewer find the exact same information, in the exact same form, on another channel? If so, add more of your own contribution. In short, YouTube wants to see human effort and creative input.
How do Community Guidelines strikes affect your application?
According to the official requirements, you cannot apply to the Partner Program while your channel has an active Community Guidelines strike. That is why you should check your channel status in YouTube Studio before applying.
Strikes also expire after a set period. However, a new violation during that period can bring heavier penalties. Consequently, the first thing to do after a strike is to understand which video YouTube flagged and why.
If you believe a strike is unfair, you can appeal through Studio. Explain the video's context briefly and clearly. For instance, if you covered a sensitive topic for educational purposes, say so explicitly.
Also note that copyright strikes and Community Guidelines strikes are separate systems. Track both. On the copyright side, removing unlicensed music or using YouTube's Audio Library greatly reduces risk.
What should creators in Türkiye keep in mind?
Türkiye is among the countries where the YouTube Partner Program is available, and according to the official page the 500-subscriber tier is available there too. So creators living in Türkiye can apply just like creators elsewhere.
Still, watch a few practical points. Set the country in your channel settings to the country where you live, because YouTube uses that information for eligibility. Keeping the name and address in AdSense consistent with your ID helps you avoid problems at the payment stage.
AdSense may also ask for tax information before payments. The tax treatment of your earnings in Türkiye is a separate matter and depends on your personal situation. I recommend getting advice from your accountant; this article is not tax advice.
What determines revenue after YouTube monetization?
After approval, your revenue does not follow a fixed amount per view. Ad revenue varies with viewer country, video topic, advertiser demand and how many ads a video can show. So treat online claims such as "1,000 views pay exactly this much" with suspicion.
You see revenue metrics in the analytics screen in Studio. The cost advertisers pay per thousand impressions and your channel's revenue per thousand views are not the same thing. To understand the per-thousand-impressions logic on the ad side, try the CPM calculator.
Also, ad revenue does not have to be your only income. Memberships, Super Thanks and brand deals can be steadier than ad revenue, especially for niche channels. For example, an educational channel can build regular income with members-only live Q&A sessions, a model that swings less with view counts.
What can you do to reach the threshold faster?
Still, there is no shortcut to the threshold, but there is an efficient path. I assess channels through three questions: why would a viewer open this video, why would they watch to the end and why would they wait for the next one?
- Choose a clear topic area and make videos for the same audience.
- Make a clear promise in the title and thumbnail, then deliver it in the video.
- Get into the topic quickly in the first seconds.
- Use playlists to carry viewers from one video to the next.
- Set a regular publishing schedule and stick to it.
Search behaviour also matters in titles and descriptions. YouTube works like a search engine as well, so the keyword logic we use in SEO consulting applies to video titles too.
Why are bought subscribers and views risky?
Buying subscribers or views to hit the threshold can look like a shortcut. However, YouTube's fake engagement policy explicitly prohibits inflating views, likes or subscribers through artificial means.
Moreover, it does not work in practice. Review looks at your content and viewer behaviour, not just numbers. Bought views rarely add real watch time, and when YouTube detects such activity it can remove the numbers or take action on the channel.

Does promoting videos with Google Ads help you reach the threshold?
Promoting your YouTube videos through Google Ads is an official and legitimate method. However, some views from ads may not count toward Partner Program thresholds. So think of ads as a way to reach the right audience rather than a way to fill the threshold.
For example, showing a new channel's first videos to a relevant audience can help organic recommendations get started. If viewers from ads like the channel and subscribe, organic views on your later videos grow.

How do brands earn from a YouTube channel?
For a brand channel, YouTube monetization often takes a back seat. The brand's main goal is sales, awareness or customer trust rather than ad revenue. Still, YPP acceptance is a sign that the channel has matured.
More effective revenue routes for brands usually include product demo videos, educational content, shopping features and creator collaborations. In influencer marketing in particular, YouTube's long format makes it the strongest channel for explaining a product in depth.

Which mistakes put a monetized channel at risk?
That said, approval does not mean the channel stays in the programme forever. YouTube keeps reviewing channels in the programme and can turn off monetization for channels that break the policies.
- Switching content type entirely after approval, for instance to compilations.
- Going a long time without uploading videos or community posts.
- Ignoring copyright claims and strikes.
- Encouraging viewers to click on ads.
The last item is a serious violation. Asking viewers to click ads can also breach AdSense policies, which puts your AdSense account at risk, not just your YouTube revenue. Reused content deserves attention too: compiling other channels' content to grow quickly after approval is a mistake I see often, and it can end monetization.
How does the process work if you have several channels?
If you have more than one channel, each channel applies to the Partner Program separately and YouTube reviews each one on its own. One channel's approval does not mean the other will pass.
However, channels can share one AdSense account. That means a serious policy violation on one channel can affect the shared AdSense account and thus revenue on the others. So if you manage several channels, track each one's policy compliance separately.
Whether channels sit under the same Google Account or separate Brand Accounts also matters for access management. When you give team members access, use the permissions system in YouTube Studio rather than sharing the main account password.
How do you check your channel before applying?
Before you click Apply, look at your channel through a reviewer's eyes. The checklist below covers the points people miss most often.
- Do your ten most viewed videos contain footage or music owned by someone else?
- Do titles and thumbnails reflect the video content accurately?
- Does the channel description explain clearly what the channel is about?
- Is 2-Step Verification on, and are your AdSense details ready?
- Is there an active Community Guidelines strike?
If you complete this list a week before applying, you prevent a large share of surprise rejections. The word counter makes it easier to check description and title length.
Which metrics should you track after applying?
Even while you wait for review, you can keep improving your channel. These are the metrics I recommend tracking during that period:
- Average view duration: how much of each video do viewers watch?
- Impressions click-through rate: do thumbnails and titles attract interest?
- Returning viewers: is the channel building a loyal audience?
- Subscriber sources: which videos bring in subscribers?
These metrics also shape your revenue after approval, because videos with long watch time and loyal viewers create more room for ads. Look at four to six weeks together rather than one video, so you separate a lucky spike from a real trend.
How does channel security affect monetization?
Unfortunately, a channel with YouTube monetization is a valuable target for attackers. They often start fake livestreams on hijacked channels, which quickly fill the channel with policy-breaking content. That can lead to monetization being switched off.
That is why 2-Step Verification is not just an application requirement but a lasting security measure. Also be careful with attachments in emails that look like sponsorship offers; that is one of the common routes to channel theft.
If you lose access to your channel, follow the official Google account recovery steps and do not trust third-party "unlock" services. When giving team members access, grant only the permissions each person needs and remove access as soon as their work ends.
What should you do in short to enable YouTube monetization?
To sum up, start by deciding which tier you are aiming for. The 500-subscriber tier applies to fan funding and the 1,000-subscriber tier to ad revenue. Then turn on 2-Step Verification, prepare your AdSense details and apply from the Earn section in Studio.
